Tanzania-German Centre for Postgraduate Studies in Law (TGCL)
The University of Dar es Salaam is a university in the Tanzanian city of Dar es Salaam. The University of Dar es Salaam has a long history of collaboration with many universities in the United States. One of these is the partnership with Tanzania-German Centre for Postgraduate Studies in Law. TGCL offers its law scholarships for international students through the university.
The TGCL seeks to train aspiring lawyers and enable them to assume leadership positions in East Africa in the fields of law, economy, culture, politics and administration, in national as well as international organisations. To achieve this goal it is necessary for the graduates to gain a solid academic foundation, combined with a practical orientation. The East African states Burundi, Kenya, Rwanda, Tanzania and Uganda are increasingly becoming part of larger communities, most importantly the East African Community (EAC). Consequently, students will gain a solid knowledge and understanding of the structures and institutions of the East African Community. If the EAC is ultimately to mature into a political union, the legal structures existing in the member states will have to be harmonised to some extent. Such harmonisation will require a thorough knowledge of the constituent legal systems of the member states. The centre therefore invites lawyers and other professionals from Burundi, Kenya, Rwanda, Tanzania and Uganda to contribute to the programme through lectures, discussions and other forms of instruction. Courses on German and European Union law provide the basis for a comparative analysis of the legal systems of Tanzania and Germany, and of the East African Community and the European Union. Interdisciplinary, language and soft skills components will provide the graduates with a sound basis for facing future professional challenges. In order to gain international experience and to deepen their knowledge of German and European law, students of the TGCL have the opportunity to participate in the summer school (Bayreuth Summer University) which takes place annually. Furthermore, the TGCL promotes exchange between its students and practising lawyers. In addition to lectures given by legal practitioners, students are enabled to gather practical experience through internships at regional and international institutions.
The TGCL offers aspiring lawyers and law students from the Partner States of the East African Community a structured LLM and PhD study programme with the goal of qualifying them for leading positions in the region. The programme is conducted at the University of Dar es Salaam School of Law (Formerly Faculty of Law), in close cooperation with the Institute of African Studies and the Faculty of Law, Business Administration and Economics, University of Bayreuth. TGCL is one of five centres established in Africa under the name “African Excellence – Fachzentren zur Eliteförderung”, funded by the German Academic Exchange Service (DAAD) and the German Foreign Office within the programme “Aktion Afrika”.
The TGCL is awarding law scholarships for international students funded by the DAAD and the German Foreign Office.
In the academic year 2012/2013 the TGCL offers scholarships for ten LLM students and five PhD students.
The LLM scholarship covers a period of one year, and the PhD scholarship a period of three years.
The scholarship holder is expected to attend the postgraduate studies programme on a full-time basis and to attend courses and other activities as outlined in the relevant curriculum.
